The Rules of Procedure of the European Commission provides for art. 3, paragraph 3, that the President represents the EU Commission and that, therefore, is the only one authorized to appoint members of the Commission to assist in that function.

President European Commission, however, has never taken steps to formally indicate the names of spokespersons who are authorized to represent him and, therefore, to speak on its behalf and, therefore, in behalf of the Commission.

Failure to enforce the provision of a regulation by the President of the EU Commission has provided the effect of allowing all the spokesmen of the EU commissioners to speak in behalf of the Commission.

This practice has come to create a source of friction between the Commission and some EU member states including Italy, due to some unjustified statements, instrumental and political spokesmen.

See, for example, both statement, on 09/25/2009, the spokeswoman Barbara Hellfrich allocation of CO2 allowances to Italy, is the statement, the spokesman Dennis Abbott on 8/31/2009 by illegal immigration policy adopted by Italy.

These statements had the effect of mystifying the reality and give unwarranted negative image of the work of the Italian government in the world.

fact, although Italy has required not only to Europe but to all nations to work together to reduce emissions of dioxide carbon, as the preservation of the ecosystem should be a principle and a value shared by all, the statements of Barbara Hellfrich generated in the print media and the general opinion that Italy would not seek the protection of ' environment.

And also, although Italy has signed a historic peace agreement with Libya and implemented a common policy to combat illegal immigration, in order to save thousands of lives from the hands of organized crime, the statements Dennis Abbott have brought the effect of Italy to appear in the press and the media as a racist country.

For these reasons we ask that the President of EU Commission to comply with the regulatory provision of the law so that the Commission applied art. 3, paragraph 3, taking care to officially appoint spokespersons authorized to speak on behalf of the EU Commission.
